The 24-year-old fired a final round 64 to leapfrog Scott Pinckney at the top of the leaderboard at the PGA West resort.
Fischer pulled on his golf clothing on Tuesday to produce a stunning bogey-free eight-under-par final round to finish two shots ahead of Pinckney at 31-under-par at the end of the gruelling six-round tournament.
He has now earned his playing rights on the Web.com Tour for 2014, and will be hoping to finish in the top 25 of the money list at the end of the year in order to make his way on to the PGA Tour.
Scotland's Jimmy Gunn also earned his tour card for the 2014 season after a sixth placed finish, as did Sam Saunders, the grandson of seven-time major champion Arnold Palmer, who finished in a tie for 11th.
